Returns: STRING
A fully composed URI.
Arguments

| userInfo | STRING | The userInfo for the URI. |
| host | STRING | The host for the URI. |
| port | INT64 | The port for the URI. |
| path | STRING | The path for the URI. |
| query | STRING | The query for the URI. |
| fragment | STRING | The fragment for the URI. |
